The US didn't fast track anything, individuals did. As far as motive goes, there could be many reasons, and what might be able to motivate you may not have the effect on someone else. If I had to guess, I'd say it was intentional and all about money. That could make it illegal. Even if they didn't intend to lose in combat, it still gave US soldiers a handycap.

Something like this should probably be used to monitor/identify corruption in government.
