Most cloud providers gce, aws (vpc), azure, rackspace, etc. provide multi-tenant networking, where private network addresses are specific to an account. So there is legitimate reason for confusion.. that said i did read the release notes on DO's announce when i started using this feature and it was pretty clear that's not what they offered.
