Silver itself might be free, but I think only if you bought the compiler already,

We make three compilers. Oxygene, C# and Swift. The Swift compiler is/will be completely free use for everybody — no purchase required.

That's for the C# and Oxygene (Pascal) frontends. The Swift part of it is free.
