It's being down voted because it completely ignores the human element. Yes, quality of work matters. So does the impression your co-workers have of you. This is not "@ss kissing", it's just reality. You can be super productive on a daily basis, but if you're a jerk, or someone who is unwilling to help others, or not focused on the larger vision of the company, you're likely to be passed over for promotions (and deservedly so).
