Google App Engine is free up to a certain usage level (certainly accomodates low bandwidth). I'd avoid dreamhost or other shared hosts as they won't handle spikes well. Someone like mosso cloud/rackspace cloud or amazon cloud computing would be better I think. Maybe even a virtual machine with fsck or linode or slicehost.
