As a matter of principle, it's true that a number cannot be stolen. On the other hand, in some contexts obtaining a copy of a secret number can allow a thief to steal a resource such as money, which definitely can be stolen. I'm not quite sure what to use instead of the shorthand 'stole Social Security numbers'; while strictly inaccurate, better alternative phrasings don't immediately jump to mind.
