Is OP intermingling discussion of OpenSSL (a particular codebaes implementation) from SSL/TLS the protocol(s), in a confusing way? Or am I confused?

NPR is covering this story and confusing the library and protocol as well. I suppose most people that need to understand this will not be getting their info from these people.
