I think you have a third party OpenSSL installed. On an unmodified 10.9.2 you get:

    $ sw_vers
    ProductName:	Mac OS X
    ProductVersion:	10.9.2
    BuildVersion:	13C64
    $ openssl version
    OpenSSL 0.9.8y 5 Feb 2013
