Open your user key-bindings (in OSX this is Sublime Text -> Preferences -> Key Bindings - User), and put

    { "keys": ["ctrl+tab"], "command": "next_view" },
    { "keys": ["ctrl+shift+tab"], "command": "prev_view" }
  ]
