The Idiocracy phenomena is quite interesting and there is a lot of merit to both sides of the debate. The issue deserves a lot better treatment than the drivel in this cartoon. The proof by assertion of the guy in the hat is ironically an example of the very thing he complains about.
If you want actual evidence check out this blog post: http://www.gnxp.com/blog/2009/06/tfr-by-class-and-nation.php The differences in fertility rates by class in the developing world are absolutely stunning. I'm increasingly thinking that these fertility rate differentials drive the never ending growth of third world slums.
As a top-tier CS student originally from the midwest, I'm so happy to see this cartoon.
People of moderate wealth and/or intelligent love to look at everyone else as an idiot. I've never heard a brilliant person complain about the common man, only people who wished they were brilliant.
edit: I feel douche-ish for saying top-tier CS student. I was just trying to reflect that it's the opinion of most of the people there (whether justified or not)

It was a PSD(photoshop) disguised as PNG.
So technically it loaded just fine, it's your browser that couldn't display it.
I managed to download the original before it got replaced.
We'll never know whether this error was part of the joke.
