You're being sarcastic, right? Right? It's a 1.5 trillion dollar company [1], how would this amount even be relevant compared to the profits they made from their behavior.

Maybe the $25B isn't guaranteed and doesn't seriously harm them on its own, but if the legal landscape shifts enough to make fines of this scale more common than the usual dozens-to-hundreds of millions, then it starts to impact their bottom line.
