that's a very dishonest or at least inaccurate depiction considering the multiple, semantically confusing places app data can be stored on win/linux

The app data directory on Windows is quite literally a subdirectory of the user directory; `%APPDATA%` == `%USERPROFILE%\AppData\Roaming`.
