There have been a lot of unnecessary expenses - war with Iran, trade wars with most places, especially Canada, boosting defence spending while alienating the allies and cuddling up to Putin and so on. You could reverse a lot of that.

You really want sane governance like under Bill Clinton which was the last time the budget balanced I think.
