It's a big meme recently, to sound smart. But really, people use it 99% of the time to just mean the simplest application of supply and demand and nothing paradoxical. Jevon's paradox is about removing friction on one part of a network leading to overall more congestion or inefficiency in the overall system. It doesn't just mean "when a thing got cheaper, more people started using it".
