It makes perfect sense. I interview unemployed CS people all the time. Some excel at interviews and some don't. I was unemployed for many months myself. As an interviewer I don't see a strong correlation with unemployed status and ability to pass a rigorous software engineering interview.

My comment was to the person who said to offer more money. If people are not working at all, then there is oversupply and businesses should be able to offer less money.

The labor market is like any other market, which means there’s no such thing as a shortage, just supply and demand.
