Personally I think you should name and shame the author as well as the publications and the names of the peer "reviewers" who clearly did sweet-fuck-all.

Not to forget the editors responsible at time. Why not leadership and board members if they can be found.

Making responsible people responsible publicly is most effective way. Fully deserved shame can do wonders to world.
