I think there's an alternative, which let me predict the Real ID requirements wouldn't be enforced, at least here in California, about a year before, after I saw the requirements: California can't enforce it because it would prevent too many undocumented people from flying.

Although, I thought it would just be delayed indefinitely. I suppose it effectively has been.
