The leaders of terrorist groups such as Hamas are fair game. Trump had given Hamas a final warning to release the hostages this past weekend. They chose not to.

Propaganda already under way to blame Hamas for derailing the peace talks, when its clear that this will cause Qatar to back out, at least temporarily. It repeats Israel's playbook: antagonize the neighbors and blame them for it. Israel must have known this, and wanted this to happen because they gain to prolong the war.
