Why do you believe this is malicious compliance? Clearly the people doing the plaque covering had direction to do something. We've all had those managers or directors that viewed any questions as impudence or insubordination. That style of management is common. Wouldn't Occam's razor have us assume unclear direction from an abrupt director?
