Does it have to be real time delivery? If not then use any encryption and stick the content on a micro-SD, hand it off to a delivery driver. Some armored armed transport companies can also ensure nobody touches the item source to destination.

this reminds me of an idea of using physical datapoints as encryption mechanism
but you do have a valid point overall nothing is real time,if you look at it that way, there's time to download, stream or preview why not use it to ensure physical delivery
