The big problem is that there's not a lot of money in being a host of last resort; and the persons who most want your service are unpleasant to deal with for a whole host of reasons unrelated to any official opprobrium. "I'm passionate about $Cause, aren't you?" "Yes, but me and the hounds need to eat, too".
