Since it wasn't a planned launch, the rocket wasn't at a cosmodrome.

The video shows a mostly-forested area. The big building right next to the smoke cloud probably belongs to the engine test facility.

As far as I can tell, the area administratively belongs to Dayugou Zhen, a small town with 40k inhabitants spread across 2 communities and 22 villages. https://zh.wikipedia.org/wiki/%E5%A4%A7%E5%B3%AA%E6%B2%9F%E9...
