Its almost like congress fucking over the IRS budget to hire new staff... was... a shitty idea... But no Party over Country continues to fuck over everything. The orange man said that the IRS was evil, so screw them apparently, and make the ones that do work their have to work 10x as hard.

Filibuster isn't a law, it's a senate procedure. Like all other senate procedures it can be removed by a simple majority.

This has been modified numerous times in recent history for judicial appointments.
