Two ideas to consider or at least try to rule-out:
1. Some of the outdoor decor level may depend on transportation patterns. The more people are driving themselves, the less they can notice or appreciate nice lamp-posts etc.
2. A "luxurious" pattern only works when it's hard to make. When it's easy to make, it loses the cachet and then nobody wants it.
