Crime is low - until you end up in a bad district with a high degree of foreigners at the bottom end of the income scale.

Some neighborhoods in Germany feel like <insert some non-EU country to which you wouldn't go to for a vacation> exported all it's criminals to Germany, with clans governing various parts of the neighborhood etc.
