Sorry but this is a cold take. Open models will massively empower humanity once we can bring the power/compute for a given performance level in line, and regulation can absolutely curtail the concentration of power if we can just summon the political will to create real ones.

The problem is that nearly half the population in America wants to give their freedom away and create a dictator to stick it to the "elites" so moving away from a concentration of power is probably not in the cards.
