Only level 3 in a very specific scenario: “At up to 40mph in traffic jam situations on highways”

Which is the easiest possible scenario. Slow speed, highways only (no intersections, no pedestrians)

Their level 3 has so many restrictions it’s like saying “level 3 only on 22 miles between Bakersfield and Los Angeles”.
