my preferred reference for Computer Arithmetic is the book by Behrooz Parhami. Goes from the beginning into great detail and it is very easy to read. It was my go-to reference when writing floating points units in VHDL.

thank you, this is great information; an informed recommendation in fields like this, where bad reference books abound, is good as gold

however, on casual inspection, the page doesn't seem to have the book available for download; possibly it is not open access

Seconded. Parhami and Ercegovac ( https://web.cs.ucla.edu/digital_arithmetic/ ) are my personal go-to digital arithmetic references.
