I'm not sure if 39 bits is enough, but even going 128 bits would've been fine. You'd 0-pad the shorter addresses and not write out the trailing (or leading?) 0s, so "342.245.71.144" would look the same while someone else might get a newer address like "342.245.71.144.300.2".
