The 6.9 2023 Morocco quake killed over 3000 people, injured another 5000+, and caused monetary damages equivalent to 8% of Morocco's GDP. The 7.1 Ridgecrest quake in 2019, preceded by a 6.4 earthquake the day before, caused no fatalities, only a handful of injuries, and monetary damages were so low that it's difficult to find a number.

Now you know why the red tape exists.
