It's illegal here in Germany (there are plans for legalization or more decriminalization through) and it's never been a problem to have access to the drug. People almost died because some idiots put lead on it and it's often mixed with synthetic cannabinoids. I'm not a user but having a safe legal way to obtain it is already progress.
I have also plenty of friends that start and quit their day with cannabis and all of the heavy users are not particularly happy.
Regulation is tricky the goal should be to make it not attractive for organized crime anymore I guess that won't happen here so you can at least pay a premium to have good quality and safety.
Got addicted to cigarettes in my teenage years and still wondering why the hell there are everywhere automata and advertising for it. Having to buy these in a special shop would have probably helped me.
Same for alcohol. Worked part-time in the supermarket in the beverages department. Colleagues told me premium beer and schnaps is bought when the welfare checks are in and the cheap stuff goes strong at the end of the month. It's crazy if you see the volumes and the people abusing it in only this single shop that you can only reach by car.

I don't think society is very rational here.
