Whether you should quit your job versus working in an organization guilty of ‘moving the goalposts’ planning are orthogonal decisions IMO.

You can theoretically still find your work meaningful even if your at-present leadership appears rudderless.

That is, unless you are a release engineer. Then I would quit.
