What happens when CA's say "you can't get a certificate if you supported <insert ideology here>"? Or "you can't get a certificate if you are racist"? Or "you can't get a certificate if your credit score is too low"? Or "you can't get a certificate if your website contains <pornography/warez/p2p encryption/firearms/anything we don't like>"?
