It's your responsibility to ensure that you and your passengers aren't letting trash out of the vehicle.

There is no exception in the littering laws for: "my car is so messy I didn't notice trash getting sucked out the window I opened."

A wasp made its way into my car on the highway -- I opened the window to let it out, but the napkins in my cup holder made a break for it, as well.
