The problem is that most people in academic computer science programs really want to learn software engineering. The related problem is that most employers want to hire software engineers rather than computer scientists.

If you could create good software engineers without teaching CS, someone would be getting rich doing that. There are many people who know CS and are not good software engineers, but I have never met a good software engineer who didn't know CS.
