This sounds way too much like a marketing text that a real evaluation.
"However, Java has several features that make it an ideal language for large-scale enterprise applications, such as its ability to run on a virtual machine"
The ability to run on a virtual machine isn't something that is unique (or even special) to Java. Python can be run on a virtual machine as well, heck even assembler can be run on a virtual machine.
Sounds to me like the author simple doesn't understand the concept of the JVM.
In the end the goal is clear:
"Conclusion [...] If you’re looking to develop a mobile app or website, consider Arturo Digital"
There is hardly any cheaper way to do advertising.
