To my knowledge, rogue wave dissipate quickly. So they'd be a short-range weapon. I think the wave mechanics that solve for rogue waves solve for a greater number of proximate positions. One could imagine a linear wave generator, but that's extra kit; I assume a well-positioned explosion could do the trick. Hmm.
