It's worse than that. Probably most, certainly many, of those poor people stand accused of offences for which bail is, by law, not available. The Court must order that they be detained due to the nature of the offence. Posession/sale of drugs, crimes involving abuse or violence, etc. They are not being arrested for "white collar crimes".
