It was a satire on USA Today naming a man as one of their Women Of The Year. One would have hoped that Twitter moderators would recognize satirical content when they see it, but unfortunately they did not.
I think you're probably right about Musk's motivations though. Not only did his son get transed, but his wife left him for a trans-identifying male too. And the US is in the middle of a trans mania where people are just identifying as such because it's popular. Non-binary too, which really underlines how sexist trans ideology is.
