Art and programming are hard for different reasons.
The difference in the AI context is that a computer program has to do just about exactly whats asked of it to be useful, whereas a piece of art can go many ways and still be a piece of art. If you know what you want its quite hard to get DALL-E to produce that exactly (or it has been for me), but it still generates something that is very good looking.
