Not to mention that Google Street View has demonstrated that such effort is viable even with way less incentive!
Besides, most miles driven are spent on highways and other town-connecting roads. To the average consumer, self-driving cars are way more interesting for commuting or long-distance travel than they are for a 5-minute drive to the supermarket.
