Why doesn’t Twitter require and enforce that display names of Twitter Blue users unique?

In the event a legitimate party is name-jacked, they could just triage those incidents like they have done pre-acquisition.

It could be that there are really two people with the same name. Take Chris Evans, who played Captain America and also Chris Evans, who was a host of Top Gear.
