This isn't paternalistic. Google is at the front lines of a scam/spam problem which affects other people. The loss of your account is not limited to damage to you only, and most individuals likely find the idea of responsibility here to be completely awful — imagine being liable because your social media account got hijacked due to a reused password, and now your account is being used to scam and spam others.
