These numbers are meaningless. Approval could be 5% and you wouldn't know, amd average russian wouldn't know.
Its difficult for a western mindset to understand the mentality.
In Russia no-one trusts that a rating agency is independant or real or has nothing to do with the government.
They will always reply that they support any official policy, even if the policy is anal probing.
Many have gone to jail for 15 years for voicing dissent. Prisons with widespread torture

I am hoping that mobilisation will cause some sort of social unrest. You don't know what everyone else is thinking, it's like the opposite of manufacturing concent
