The first things that pop into my vision is the giant icons. They are unusually huge, but they are just generic clip arts and stock images, not really relevant to the content. I think removing them, or making them much, much smaller would improve the first impression.
The last section has a smaller font size compared with the previous ones.
Instead of saying "built a platform[link]/made apps[link]/taking projects[link]", you need to name the products that you've built. Right now, the only way to know what you've done is clicking a bunch of hyperlinks, which is 1) inconvenient, 2) not always possible, and 3) counter-productive for the purpose of a resume, which is to best represent your skills in a single document. Right now, this is more like a personal homepage than a resume.

My monitor is an extra wide. I would tell OP to consider adding a max-width to it. They just keep scaling with more horizontal space.

The positive is that the individual that the resume belongs to appear to be quite impressive and productive. The website loads fast, has decent readability (other than the icons), and doesn't have any obvious typos or errors. No weird animations. It does present what technology the person is familiar with.

Not OP, but a big positive for me is originality. Even if the design isn't optimal or the most appealing, it's really a breath of fresh air looking at a CV like this, where you clearly out your character in it.

Overall, I like the idea and appreciate the work you've put into it. I think it can be improved by simplifying a bit. Perhaps, rather than thinking of the page as a full replacement for your resume, you might think of it as a quicker pitch. You could then include a link or attachment to the full resume. To that end, I think you should reduce the word count because it's a bit of a wall of text right now. Also, given the grid layout, I'm not sure where to focus my attention. So I think less words and a more streamlined design would help. Also, the images you've used seem a bit like an afterthought — not clear for example why the first bullet is a mobile phone.

It got me to look! My main question is: Who are you targeting? It looks like you have some impressive achievements,my gut feel though, is that design is not your main strength and it would be good to bounce your presentations off someone in that arena.

On the surface I'd say the red flags for me would be the unusually huge looking icons coupled with the extremely narrow columns for text (this is on an iPad so you may want to check the responsive nature).
If this is going be your permanent résumé that you're going to use for all future interviews I would seriously consider snagging an hour or two of a designers time.

The impression it gives me is of a competent software professional, so in that sense, it works. The design concerns people have expressed are accurate, but you aren't trying to be a designer, so that didn't come across badly to me.
A few things did come across badly:
1) Still showing your GPA from school almost 20 years ago, and bragging about finishing high school early. When you were young, those were proof of being clever. But that was a long time ago and still holding on to them makes me question why you think they are still relevant to what you can do today.
2) "Web3" - That term is mostly embraced by marketers, not technologists. I know there is a core of people who use it, but it is a red flag to me. If you worked in crypto, just say so.

Constructive criticism:
Images are huge and scaled down to fit the circular icons... Why not serve up an appropriately sized optimized image? This image you use is close to 4MB:
Wouldn't expect this from someone with web dev experience.
Also If I'm designing/developing a website now, I always build with the expectation it will be viewed on mobile. This website is not optimized for mobile users.

It seems you did a lot and achieved a lot. Congrats.
Why did you create this page? Who are you targeting? A new company you would like to work for? Potential customers for your new projects?

Just my first impressions.

It's not some off the self template and it shows.
I like it, it shows that you care.

Hope my comments are helpful!
Thank you. Fixed both :)
