This is strictly illegal, but as in so many other cases in which Amazon has used its market power to that extend market power (that's the illegal part); they've never been prosecuted. Merely preventing authors from offering their ebooks at a low price (but still far higher than the cost of delivery) is strictly illegal (given that the kindle has immense ebook market power.)
