Exif does not store time zone information [1] and it would be up to the capture device to include any offsets directly in the date/time stored.

Phones can do this because they have gps and know which time zone the photo was taken. Your bike camera may not.

That’s one of the things I do when I import photos into Lightroom as I frequently forget to change the camera time zone.
