The report doesn't say which fields are exempt or the criteria for finding exemptions to this "right" - which is absolutely necessary, I mean, how is a construction worker going to work from home?

I expect it would have similar wording in the law as for the right to switch from fulltime to part-time: employers would have to have a good reason to deny an employee to work from home.
