Heatwaves have become more frequent, more intense, and last longer because of human-induced climate change.

Yes but the real issue with Tokyo is the insane urban heat island effect. I challenge anyone else to tell me where its that bad. Maybe New York? But NY seems to be surrounded by a lot of water so I feel breezes would be more helpful.

It's a concrete Jungle, any breeze is stifled by huge developments along the shore of the Tokyo bay [1], it's sunny as hell for a good part of summer and of course, all the heat exhaust from the crazy amount of trains in the enormous subway warm the city.

With regards to the lack of breeze, it's a known problem and there are plans in place to remedy it

The summer is insanely brutal and in my opinion something that people don't consider when visiting in summer. The heat and humidity are extreme.

The whole Po Valley in Northern Italy suffers from the heat island effect. Milan is freezing in the winter and is extremely hot in the summer, due to the Alps on three sides limiting air movement.

Limited air movement also increases pollution and weather changes very slowly. If it rains, it rains for a week.
