The page effectively forces tracking cookies, because the option to decline them doesn't work

My page immediate loaded to a cookie error page. I’m guessing safari’s tracking detection automatically blocked them, and Dropbox didn’t appreciate that.

How does that force tracking cookies? If you revisit the page after seeing the error, the cookies banner doesn’t show.
